Major construction project coming to Riverside Drive in Okotoks

If I am reading this correctly we are allocating funds to be spent on another round about on the east end of Riverside drive? 99% of the people traveling east on Riverside just turn left and Traverse the tracks as well as those traveling south on Lineham over the tracks turn right. Are we spending money to calm traffic for the 10 homeowners that live just east of Riverside drive?
