It's in all of our schools and govt offices and although not being required by law , I find his reasoning to be highly offensive to the citizens of this city as well as embarrassing to city councilDo the right thing and hang the picture , your reasons to not hang are unjustifiable

Wonder what tourists think walking through downtown. There's no activity of people walking and shopping. All to come upon locked door and have to knock or ring a bell to get in. How many times do we have to say"you need to clean up downtown from the crime before we come down there ". Does anyone listen , like really listen to any of the taxpayers ?
