Questionable choice. Villeneuve was criticized for being a parachute candidate. Keller could be criticized for that also. The 2 other candidates are clearly local.

It would be more accurate if the list were limited to the annual income. Including several years of retroactive settlements with the Ontario government (court rulings) paints an inaccurate picture
